you will require a level 9 embassy ( this is my opinion )
so that u can allow 9 sets of rienforcements in your city at one given time
a level 9 rally spot so you can send 90,000 troops in each attack
and upto 9 attacks at once
and a level 9 feasting hall to hold 9 heros ( 8 to attack with and 1 mayor )
