Here's trick I tend to use, especially in the first week when you're in protection:
Set your tax rate to 100% but keep an eye on your population level and loyalty level. Put it back to whatever you usually have it at just before you go into minus idle population or before your loyalty gets to a level you're uncomfortable with (I personally reckon 55% loyalty is a good level to reset it at)

IMPORTANT set it back to normal before you go offline or you'll come back to no population or even no city LOL

*NOTE* Not a great idea if you're actively at war.
